Yes, but not to camouflage like a chameleon. Bearded Dragons will change colour in response to temperature or stress. Darker colouring can be indicative of your dragon being cold, stressed or angry. Mid-colouring indicates complacency. Lighter colouring - up to white - indicates either your dragon is warm to hot, or very relaxed and complacent (eg. sleeping). In conjunction with loss of appetite light colouring may also indicate shedding, or illness.
Well its genetics same as how all people look different. Also they have the tendency to chance color depending on how hot or cold they are. As well as that, if you use dyed sand in their aquarium the color of the sand can effect the color of their scales sometimes.

The "Beard" or chin on a bearded dragon is meant to be used as a type of defense mechanism, something to scare off predators. You'll find in many other animals that bright colors will signal to other animals to "look out". It is only natural that your beardie would have a different color on his chin to catch the predators eye when they are under attack.
Also, in case i misunderstood the question, it is perfectly normal for your dragon to change colors over time, i know mine when i first got him was mostly a very light tan with dark brown designs down his back, now being six months old, the tan has turned to a medium shade of brown, the designs are still there (although several shedding sessions the shapes are slightly changing) and he now has numerous bright orange accents all over his head and his beard, it is nothing to worry about and means your bearded dragon is perfectly healthy, although, dont mistake colors for growths or fungus, because those could be fatal to the dragons health.

Typically it is Male bearded dragons who have thee characteristic. It is a sign of territorial threat, or when they feel they have been threatened. It also can occur during mating.
