Basically what the above person has said, on the Moon the gravitational pull is weaker... That is why you see on video's spacemen/ spacewomen 'bouncing' on the Moon. Also, their is no atmosphere on the Moon to keep it in liquid form. Hence the fact that spacemen/women have to wear suits filled with oxygen from oxygen tanks as they wouldn't be able to breathe.
Also, Water's chemical symbol is: H2O. As there is no Oxygen on the Moon or Hydrogen, water will not 'survive' (if you want to say it as survive but it will not last).

It is now believed that there IS water on the Moon, but in the form of ancient ice buried beneath it's surface that has been there for millions of years. This may be a throwback to many eons ago, when the Solar System was formed and the Moon was a very different place to what it is today.
