Mens' scrotums (the sac which holds the testicles) do not always sag. At times, they are very firm and held high, close to the body. This has to do with temperature control. Sperm are only viable at the proper temperature. When the testes become too hot due to body temperature (as in on a very warm day), the scrotum hangs loosely, and farther away from the body in order to allow for air circulation and cooling. On very cold days (or when submerged in the cold water), the scrotum shrinks and becomes very firm, so the testes are held close to the body to take advantage of the body's higher core temperature.

The skin around your sac is very soft as your testicles always have to be cooloer than the inside of your body.Thus being soft,allows the scrotum itself to contract closer toward the body on colder days & retract or droop on warmer days !
