It sounds like the TRANSMISSION has gone into what is called the FAIL SAFE MODE.
You need to STOP driving it and have the transmission scaned with an obdII engine scanner.
The computer / PCM / power train control module a problem in the transmission and puts the transmission in the fail safe mode to keep it from blowing apart.
The 1998 Chevy Silverado pickup truck shift solenoid can be found on the left-hand side of the engine. The shift solenoid will be near the center of the transmission.
Your 1994 Chevy pickup won't shift gears fast enough when the ac is on because their is a problem with it.

The same thing happened to my dads 96 Chevy S-10. The transmission was rusted not allowing it to shift. I would have the transmission checked out.

You did not have to apply the brake on a 91 model to shift it. There's nothing wrong.

when mine had this prblem the planetary gear blew apart.
You may need to replace your master and slave cylinders for the clutch. Try pumping the clutch while the truck is running while it is in neutral. if its easy it shift after doing that than that's probably your problem
