Probably because Bearded Dragons would never submergethemselves in water, in their natural environment ! Bearded dragons are desert species ! The nearest they would get to water - would be to drink !
First of all, take it to the vet right away and they can give you some tips on how to help. But what i've seen most professionals do is take your bearded dragon and put him in some warm water, then gently, but firmly, massage his stomach and this will help move his bowels and the warm water will relax him. This usually helps with constipation.
