the daytime running light bulb on the GMC trucks is not, contrary to popular belief, a 3157 bulb. A 3157 bulb cannot handle the voltage spikes that are created in the circuit. Use a 4157 bulb and you shouldn't have anymore problems with the DRLs burning out.

Your question is a little ambiguous, but I have a 2001 Malibu and it has daytime running lights (for safety). So, my running lights are on during daylight and the headlights automatically come on at nighttime. You can turn the switch to shut them off if need be. I hope that helps!
Usually the lights will be always on the only way to turn them off manually is when you engage the parking brake, if you need them off during the day time you can pull up the parking brake to the first notch and it shouldn't affect the brake at all. That's how I do it on my 98 jetta at least
