They don't freeze because it is warmer as you get farther down. Even because of the high pressure. Try it! Get a slightly large bowl of room temperature water, and put it in the fridge for a short amount of time (no specific time confirmed) and then take it out, is it frozen all the way through? If it is, try warm water instead.

The real answer-water contracts (gets denser) as it cools, just like everything, EXCEPT as it drops in temperature from 39 degrees F. to 32 degrees F it actually EXPANDS. This keeps the almost freezing water at the top until it freezes; this leaves tghe ice lighter than water and thus it floats. As tghe temp goes below 32 degrees, the ice starts to contract again as the temp drops (fractures in glaciers) Why does this happen - - - God made it that way so the life in the lakes would not die out in winter. Lakes that completely freeze to the bottom kill off all life.

As water has the property of latent heat, it maintains its temperature in cold regions. but the surface water freezes because it in touch with atmosphere.

it is just that the cold does not penetrate that far down. Some may freeze to the bottom because they are shallow
