The salty water will reach a lower boiling point than the tap water because when you add salt into water in diffuses and makes the waters boiling point lower because the properties of the water have changed.

salt water will boil just a couple of second faster than tap water, but its just an old wives tale that you can speed up the boiling points of water by 5 mins, etc.

.........because it just does make it appear to boil faster by causing disolved gases (air) to be immediately released by the salt taking up the space of the disolved gases and "kicking" the disolved gases out. "bubbles (air)" form and rise and we "fools" think we see "boiling (water vapor not air)". Salt water ALWAYS takes longer (higher temperature) to produce bubbles of vapor (boil); no matter what substance you stick in it.

Fresh water boils faster than salt water. This is because salt increases the boiling temperature and lowers the freezing temperature of water.
