Usually our skin is water resistant with the help of keratin which is part of a cell to resist water and bacteria. After a long bath or a dip in the pool this resistance lessens, and the cells soak up the water and expand. causing the wrinkles. Eventually the water evaporates, and when it does the skin on your fingertips turn back to normal.

it has to do something with osmosis. The reason normally the fingers/hands appear wrinkled after spending time in the pool/bath/washing up is that your body always tries to balance the salt concentration inside your body with the outside.
