It was started by British Prime Minister Harold Macmillan in 1961, in an attempt to make the Prime Minister more accountable as a leader. Since then, all Prime Ministers have accepted and kept to the tradition, because if they stopped it they would look like cowards. It has also been adopted in other countries such as Canada and Australia.
The purpose is to keep the Prime Minister on the ball over what's happening in the country and the government, force him to justify and defend his policies, and to give him an oppertunity to answer questions from MPs.
Macmillan later admitted that the mere thought of Question time sessions made him sick. Tony Blair later likened the experience on every Wednesdy morning to that of a prisoner going to the electric chair. Blair replaced the two 15-minute sessions a week with a single weekly 30-minute session.
