Gravity - purely and simply. For all practical purposes the Earth's gravity acting on the body of sea-water is equal over the combined seas' full area, so the water surface is concentric with the planet. The only real difference is the bulge towards the Moon, thanks to the satellite's own gravity, that gives us the tides.
