Check the headlight fuse that's INSIDE the box. If an oversized fuse has been put in the fusebox you will have problems with the wire overheating whenever there is a problem in the circuit.
There is a short circuit (wire touching chassis ground) somewhere in the lighting circuit, but the wire is burning because an oversized fuse has been put in the circuit.

There is an oversized or malfunctioning fuse in the fuse box. The fuse should blow before the wire is damaged.
The 2004 dodge ram has a system built into the Power Distribution Modual (fuse box under hood), that turns on the head lights when the head light switch fails. This is a safety system in case the switch fail at night. Check and replace head light switch.

This sounds like a bad light switch. The head lights are usually wired seperately from all other lights so the only common point is at the switch.
Near the head light switch in fuse block. Check the vacuum hoses going to cruise unit and look for leak at the three port valve on firewall.
