A lot of the time if your computer is going slow then it's going to be your memory usage. If you only have 1GB of RAM and your running 1.1GB of RAM worth of applications, processes, or services, your computer is going to go really slow even if your CPU usage is little like in your situation.
Try cleaning up your temporary files and close out of some useless process such as Yahoo Messenger, Windows Messenger, or other things that are running that you aren't using.

With modern processors all that should happen is that they will automatically slow themselves down (though the usage will still show as 100%) to prevent the danger of overheating. In theory, at least, running at 100% usage should not be harmful to the processor.
