Why has the Mormon church protected Norman Brockenshire for scamming people out of money?

Norman Brockenshire is an independent person, and while he is a reseacher and historian of Mormonism, he does so independently and not in affiliation with or supported by the Church of Jesus Christ of Latter-day Saints.
I see no record of him scamming people out of money, only in that he has sold books of his ideas. Publishing and selling books is not a scam, as those who buy the book are given something (the book) in exchange for their money. A scam is when one is sold a product that either does not exist or that the seller has no intention of turning over to the buyer.
The Church is not protecting him or endorsing his ideas in any way, and if it were known that he was purposely scamming people out of money or publishing books that were false doctrine (rather than personal speculation), he would be excommunicated as per the Church's policy.
