Albania is poor because of the "3rd world hole". Basically, once a country is a third world country, accessing resources to improve suburban areas to more urban is very difficult without the help from Another Country, or be like any other country in the world and do it yourself. In addition, the government is terrible. Communism was an issue a while ago, and little to nothing has improved. However, they do have very beautiful beaches in the south. I wouldn't go there myself, too many drugs and violence. (The beaches do not even have trained life guards, so good luck). Overall, it is a pretty poor country and little tourism.

Also, Albanians out there who feel offended, that gives you as a human being no right to delete this answer because it is true. If you feel as though this answer wasn't well written, make a video about it and stick it down your throat. And this wasn't written by a Greek or any other ethnicity you are not fond of, so calm down. (It was written by an Albanian itself).

Hopefully, I answered your question.

Macedonia Greece: Historical Macedonia like the rest of Greece is economically developed. Its economy is based on tourism, the service industry and shipping as well as some movement in exports and the agricultural sector.

Former Yugoslav Republic: Yes FYROM is a very, very poor country. Wealth and money are concentrated only in the government and the families who help her to stay on the top.

FYROM has a dictatorial state system and there's no freedom of speech. Many innocent journalists are in jail and many innocent people have been taken to the court because of nothing. The opposition in the country doesn't have her own TV program and doesn't have the opportunity to show the reality in there. Sad but true.

Meanwhile, the people who support the government had been given lots of jobs although they're not qualified at all. What's most important in here, is that they really are employed, but get the lowest salaries (maybe in the world). About 100 - 300 euros per month.
