The eastern quarter of the state is very flat because it is the lakebed of ancient Lake Agassiz. The rest of the state is not flat - go out to western North Dakota, especially the Badlands area (including Theodore Roosevelt National Park) and you will see it is very rugged and hilly.

Which state is farther north - North Dakota or Maine?

North Dakota is farther north than Maine. North Dakota has the northernmost geographic center of the 48 contiguous states. Lake of the Woods, Minnesota is the northernmost point in the contiguous United States because of the Northwest Angle. Remember that maps are flat, so looking at a flat map can make it look like Maine is farther north, however, if you look at the latitude, North Dakota is farther north than Maine.
