Because he was originally elected to be chief and he is reaffirming his democratically endowed authority in the face of an adult representative of civilization rather than allowing Jack, who represents savagery and anarchy, to claim the title which he had always coverted.

Ralph is the representative of the Democratic way of life and on the other hand Jack is the representative of Dictatorship , or satanic forces. Ralph has to struggle and finally run for his life because the evil forces do not believe is the welfare of the majority of the people and Ralph in spite of being the leader of the group on that island never tried to impose his ideas on others. He had a sense of future but Jack wanted to hunt and kill pigs and draw the maximum out of the present. Ralph had a faith that one day they will be rescued from that island but on the other hand Jack as if had an assumption that they were going to live there and he would rule over the community of the boys.

it depends on where in the story you are talking about. but mostly he is afraid because he is the only one who knows what is right, and he knows he is the only one too. inteligence comes with fear, because he would have been stupid not to be afraid. I don't care if you plagerize me on your book report or whatever you are doing.
