Because he is a father figure to Gods and mortals alike, not in a literal sense, but because he feels that way. ANyone can petition him and can call upon him for help. Unlike his father and grandfather who ruled before him, he is not a tyrannical despot, but delegates authority and honors and is very approachable by others.

Zeus is called the father of gods and mortals because he fathered many of lesser gods and goddesses. He also fathered many demigods, the most famous of these being Hercules.

Yes they did. How do you suppose demi-Gods such as Hercules or Perseus came about? Not only did they communicate with mortals, but they had sexual relations with them. Zeus, father of Hercules and Perseus consorted with their mortal mothers making the two hero's demi-Gods. Meaning half God, half human. Many of the Greek Gods took on multiple lovers, several where mortal.
