A hospital theatre is nothing like the movies theatre. It is an area where doctors, nurses and other health related staff (opposite to administration staff) go to watch a surgery while it is perform. Later on they exchange comments among themselves or with the staff present at the surgery. This is considered part of their lifelong training.
In the past hospital theatres were more like drama theatres. The operation would take place in the centre of a room surrounded by tiered seats and various people (presumably other doctors not just members of the public) would watch the operation. Nowadays, of course, hospital theatres are nothing like dramatic theatre but the name remains.

Colloquially, yes, with "they" referring to the people at the theater. But grammatically the pronoun should have a proper antecedent: "I called the ticket sellers at the theater but they didn't answer." Or perhaps better is "I called the theater about tickets but no one answered the phone."
