Because it is the laws of THAT state that you broke, not some others state's laws. Besides, you want to be tried by a jury of YOUR peers don't you?
There is a garnette to have a jury and the trial to be held in state where crime was committed.
By law, the trial is customarily usually held in the jurisdiction where the crime was committed, but there can be exceptions.
A change of venue is granted when it is deemed that the defendant cannot receive a fair trial. That does not translate into the trial being moved to another state, it is moved to another jurisdiction,county, etc. The defendant must stand trial in the state in which the crime was committed. Even if the defendant is charged with a federal crime; the trial generally takes place in the federal court in the state where the crime was committed.

you can be held liable if you do not report it before the crime takes place however a investigation will take place before you are charged and if you are innocent you wont be held liable.

The location of the trial depended on the crime and the status of the people accused. A treason trial, a public misconduct trial, or even a murder trial by high profile people would be held in the senate. Lesser crimes were tried before the city praetors. The crime of murder had its own court also heard by a praetor. A petty crime, or complaint could even be settled by an aedile.
At least in the US, if they can't prove it you won't go to jail for the crime. You may be arrested and held for trial, but not for the crime itself.
