The subatomic particle that can jump (technically it doesn't move, the technical term is jump since it moves so fast that it will go from one place to another without passing through the space in between) is an electron.

First of all, electrons are NOT the smallest sub-atomic particles. Neutrinos are at least a million times less massive than electrons.

Secondly, there is no reason WHY electrons are the mass they are. They just ARE that weight.

That's mainly due to the fact that the electron is much lighter (less massive) than protons or neutrons. Also, protons and neutrons are held together by the strong force, which does not affect the electron.
