You only float in water if you are less dense than it. The dead sea has a much higher salt concentration than normal sea, therefore it is more dense. This means the difference in density between you and the water is greater, and so you have more boyancy - you float easier.

The water in the dead sea has a high concentration of salt, so it has a higher density than normal sea water and a much higher density than regular water. With a higher density the upthrust (force upwards) in the water is larger so it can support more weight than other water.

Because the dead sea is full of salt. In water, the higher the selinity, or salt content, the easier it is to float in. Thus it is easier to swim as you don't have to put in so much energy to stay afloat. This is why it is easier to swim in the sea, on average. Obviously, if you were swimming in a landward direction while the tide was going out, it would be slightly more difficult.
