It is a place name that could just as easily be called the Gulf of Florida, or the Gulf of Cuba (which separates it from the Caribbean Sea). It happened to be named for the western shore, which includes Yucatan and Texas (once part of Mexico).

The SW corner, west of Yucatan, is called the Bay of Campeche (sometimes more specifically applied to the Yucatan side of the Gulf of Campeche).

Because it is too big to be a bay. Think of a Gulf as the "great brother" of a bay. Besides, the Gulf of Mexico is one of the largest in the world.

Texas was originally part of Mexico, and as Mexico was an older country, it was called the Gulf of Mexico. It stuck

Actually the Gulf of Mexico is considered a sea and a section of the Atlantic Ocean. IT is the ninth largest body of water in the world. Considered a smaller part of the Atlantic Ocean
