Basically, because it nets more profit for the government as an illegal narcotic than it would as a taxed luxury. Pot grows everywhere and anyone can grow it. Compare this to Tobacco, which only grows in very hot climates, or alcohol, which takes some skill to brew; and you can see why marijuana would probably not net much profit for the government. Everyone who smokes weed already knows where to get the weed they like, they won't go for mass produced government crap.
