It is purly by chance, just after the earth had formed the late heavy bombardment ground water to earth, the water could of been on any other planet. Also the fact that earth is in the 'goldilocks' zone means that water can exist on our planet.

Earth was made primarily from rocks in it's formation. Most of these rocks contained water which was extracted over billions of year via pressure and vulcanization.

In reality, the earth is not mainly water. Water covers over 70 percent of the surface, but the earth is more composed of iron than anything else.
