I have a 2000 Eddie and just had the same problem, it ended up that the thermostat was sticking and the radiator had some build up in it. That in turn led to the water pump going down and stated leaking. First thing I would do is check the thermostat and hope that the reason because it's only a $10 fix. If that's not the problem I would flush the radiator and lastly, look at the water pump if the other two didn't work. I just shelled out $891 to have all this replaced.
1. check if the water pump is running.
2. check if the thermostate in the coolant line is rusted close so the coolant is not running through.
3. check if the oil and antifreeze is low.
4. Definitely check the water pump....the OE water pump impellers are made of plastic and will break causing coolant not to flow. The new replacement comes with a metal impeller.
There are a number of reasons that can cause an engine to run hotter than it was designed to. It could be any one or a combination of:- Low engine oil level - Inoperative thermostat [stuck on closed] - lean air/fuel mix - last but most likely, the down tubes in your radiator are blocked/partially blocked. You will have to remove from car, take off the top and bottom tanks to clean out tubes. Easier to buy a new one.
Low coolant, stuck thermostat, failed water pump, radiator restriction, inoperative radiator fan, failed headgasket, etc.

A 1999 Explorer could be running hot for several reasons. The thermostat could be stuck. Coolant could be low. The cooling fan could be bad, or the water pump could have failed.
Because there is a failure of the engine cooling system (water-pump failure, integrity failure (head-gasket leak), fan failure, radiator clogged, etc.)

yes the serpentine belt will be hot after running engine
All states require that hot running water be supplied to tenants.
This is the result of of an internal combustion engine.

When it's running hot you should hear the cooling fan running, if not that is your problem. If the cooling fan does not operate check the fuses, cooling fan relay, cooling fan switch and cooling fan motor. One of them is at fault.
How's the water pump?
I have a 1999 ford taurus 24 valve 6 cylinder car that when it gets hot it starts sputtering and shuts off. Once cooled down car starts and runs till it gets hot again. Thanks Peg
Check bulbs Check sockets for Hot and Ground Check fuse Check brake light switch
i have a 1999 ford escort zx2 and its running hot, changed out the thermostat thermostat cooling sensor, checked the fan and it works, the temperature gauge in side the car still showing hot, let thecar set over night and the gauge still shows hot, what else could be wrong
Your fan could be running continuously because your car is running hot. You should take your Explorer to a licensed mechanic.
Friction.
I would start off with replacing the radiator cap if it don't have one then the cap on the refill tank ,this may fix your problem .
Local police are now in hot pursuit of a white Ford explorer.
I know that my ( 1995 ) Ford Explorer has " a wide open throttle A/C relay " that shuts of the air conditioning compressor when I floor the gas pedal
the blend door is stuck open
sparkplug wires could be shorting out or you may even have a cracked sparkplug. I had this same problem. it turned out the one of the wires was arcing out on the exaust manifold.
Check to see if the engine coolant is full. Check to make sure that the engine is not running hot. The coolant circulates through the heater core, and if its not cooling the radiator it will not be able circulate to heat the vehicle
