If your dog is black then it's naturally meant to have blue skin, if it's not then if it has been a subject to mites, fleas or things like parasites/ticks being on their skin then an infection may have been caused from it. Over time it will go if not a serious condition, wash your dog everyday thouroughly or take it to see the vet if it gets worse or not going away as it could be a specific type of infection.
