The float level needs to be adjusted too.
Sounds like the water level is too high in the tank, and some keeps spilling out the overflow ... when that happens, the float senses this and opens the valve letting in more water.
cold water tub facuet is corroded bye hard water builtup and needs to be replaced. Hot water is okay. Its the right one with the cold water coming out

A Sloan Valve is used primarily on toilets. The Sloan Valve is the device that allows one's toilet to flush normally and properly, releasing all of the water at once.
Outside at the main shut off valve. Showers/Bathtubs do not normally have a shutoff valve like sinks and toilets. The main water valve for the house must be turned off.
sounds like may be to much heat. if its coming out of the pressure relief valve located on top.turn heat down, you said coming out the valve i thinking you mean the valve on top of heater.if so thats it. faulty valve or water is getting to hot.hope thathelps
you have a stuck valve
The Thermostat and Temp and Press Valve is faulty and needs to be replaced. or the PRV (pressure reducing valve) is dirty and must be replaced
The inlet valve is shut off on the cold water feed side or your mixing valve or tempering (if you have one has failed.
The valve is not be diverting all the water. This valve may need to be replaced.
Roman toilets were often communal and up to 10 or 12 people could use them at one time. They were sometimes cleaned with water from bath houses and a sponge on a stick replaced toilet paper.
Either toilets seeping through flapper or ground water would be my guess
