Let me start off by telling you why they attract. It's all because of the charge of their atoms. Atoms are charged by the amount of protons or neutrons they have. a magnet is negatively charged if it has mostly electrons. It's positively charged if it has mostly protons. When an atom has an uneven amout of electrons and protons it goes out and searches for more of one kind to even it out. If it's negative it pulls on positive atoms. The opposite happens with same charge atoms. If they have too much of something, the last thing the need is more. They stay away from same charged atoms. THAT'S WHY THEY REPEL!

where U=potential energy

k=constant for a medium (medium is one in which charges are kept e.g. air, water etc.)

Now, for U to be minimum, r should be minimum so charges attract.
