At the beginning, there was a temporary truce between the two factions in this deeply-divided state.

This truce was unofficial and strictly illegal. The Union General (Harney) who authorised it was technically guilty of treason. However, a subordinate officer disavowed the truce and plunged the state into guerrilla warfare for the rest of the conflict.

Both states were in danger of voting Confederate.

Missouri remained virtually beyond Lincoln's control throughout the war, and was the scene of murderous guerrilla fighting.

If Maryland had gone with the South, Washington DC would have been totally surrounded by rebel states.

Missouri was one of the 'buffer states' which allowed slavery, but did not immediately vote for the Confederates.

There was strong pro-Southern sentiment in this state, and the local Union commander (Harney) had worked out an informal, supposedly unlawful, truce with local Confederates. When another Union officer (Lyon) broke this truce, it led to years of guerrilla warfare.

But Missouri still stayed officially in the Union, and that was what mattered to Lincoln.

Missouri was a border state that could have gone to either side. The Union wanted to keep the industry of St. Louis for the them and away from the Confederacy.
