Nero was called evil because during his reign of ancient Rome, he set fire to the entire city of Rome and watched it burn, as some said he played his fiddle. He blamed the fire on Christians. Nero wanted to be a musician rather than a emperor and he felt that Rome didn't appreciate that so he often visited to other regions to play for them. He also watched too many area competitions when he had to focus on Rome. When his mother pointed that out to him, he had her murdered.

Well because he was always working his people so hard and he kept some of them to enslave as his workers which is horrible, also I don't think the other rulers actually agreed or knew this was going on. He didn't give his slaves hardly any food or drink, probably just some bread and water or stale ale, he was a cruel man he also killed people just to get what he wanted as an emperor!

His building and construction plans combined with his generosity had drained the treasury. Do not confuse his personal vices (all written about by his enemies) with his job as emperor. The empire as a whole thrived under him, it even added territory. He made a favorable treaty with the Parathion's who had been Rome's enemies and was extremely popular with the common people.
