It had very little political, strategic or economic value to the US beyond the fact that it was a Spanish Colony and the US was supporting the independence of Cuba. Spain was seen as a nuisance whose influence on North America and the Caribbean was at odds with the expansionist policy of the day.

Coaling stations and bases for warships were very important in the days when most ships were driven by steam engines. Puerto Rico was in a strategic location in the Caribbean at the time the US took control of the island, and even more so after the Panama Canal had been built.

Puerto Rico was a US base for the Caribbean Sea, and the US Navy is still there, but the island has much less strategic value today.
