i believe it was because American people didnt want to get involved with the affairs of Europe because of the world wars. America was quite happy to practice isolation and self sufficiency of the country.
He did want to join it, it was practically made at his bequest, but he coudn't persuade the US Senate to approve it. Isolationist sentiment was still very strong in the US and the idea of a permanent military treaty in Europe must have seemed very suspicious to most Senators, who couldn't see a practical advantage to joining for the US. Such an agreement would have to wait until Hitler had made it obvious that regional conflicts in Europe were all-Europe conflicts and European conflicts were really world conflicts with very tangible consequences for US interests. This would lead to NATO, and the US has had a large peace time military ever since. Wilson could see this far ahead, and his concern for US interests combined with his earnest love of peace made him push very hard for a League of Nations at Versailles. Wilson certainly wanted the US in the League, and the Senate's failure to affirm it probably played a large role in his mental and physical collapse soon afterwards.
