Tokyo was burned to the ground in April 1945. More people died when Tokyo, Japan and Dresden, Germany were burned to the ground than died in the atomic bombing of Hiroshima and Nagasaki. Tokyo was the home of the Emperor, whom the Japanese people loved. Hiroshima was bombed because it was considered to be a military target, and not the home of the Emperor.

The US , for political reasons , wanted to keep the Japanese Emperor from harm since he was revered by the Japanese people and both Hiroshima and Nagasaki had military targets . Also, Hiroshima was bombed at the last moment, due to clouds over another area due to be attacked.

Hiroshima was a military headquarters and also had not been previously bombed. Both of these were part of the selection criteria used by the US Military in determining what city would be the target of the first (and second) atomic bombs.

Tokyo, while an important city, was not a major strategic military center and additionally had already been extensively firebombed.
