These events allowed for the southern elite to reclaim authority over the South by establishing Jim Crow laws.

Following the American Civil War, Reconstruction by the Republicans failed because it was poorly planned. It had two objectives. Congress wanted to improve the lot of former slaves while punishing former confederate solders.

There were well trained former solders facing former slaves formerly controlled by intimidation.

Union solders were quartered in private homes. They abused the homeowners and their daughters.

The combination led to constant guerrilla warfare. The Ku Klux Klan began as an organization to fight tyranny and became a tyrannic organization.

Finally, the Federal Government gave up trying to make changes in the South other than make sure slavery went away. (It actually remained until 1924.)

Racial segregation replaced slavery. Blacks got the second best of everything.

So when the government tried to make former Confederate Solders the losers, it ended up making former slaves and free blacks the losers as segregation replaced slavery.

The problems associated with the Reconstruction Era following the US Civil War, was to unify all the states and to in particular, bring the former Confederate states back into a unified USA. What failed was the fact that southern whites were able to reestablish their political, social and economic power over Freed Blacks. Hate groups caused murders, arson and election fraud.The South never regained its economic power. All southern policies were geared to suppressing former slaves.
