If the chicken egg doesn't hatch, it might not be ready to hatch. If it has been under the mother hen or in the incubator for 21 days (and has been turned for the first 18 days, twice a day), it should be ready to hatch. Some chickens can hatch at 21-24 days though. If they won't hatch at all, they are probably dead, maybe from being too cold, maybe not even fertilized. They also could be stuck in the egg shell, and if you think they are, the best thing you can do, is listen for sounds that the chicken would make (cheeping, moving round (or trying to)).
This can be due to MANY reasons -
Either A) You don't have a rooster, B) If you do, he's infertile, C) Something went wrong in the hens reproductive tract, or D) The rooster isn't doing his job.

In a dark room, hold the eggs up and shine a flahlight through it. If you see a chick or growing chick moving around it is growing. If not the egg is a 'dud' and can be thrown away. sometimes... things just don't work out for the better little one, but rainbow's always soon follow terrible storms, i mean maybe... it just wasn't the egg's time ya kno? who are we to judge. I actually have respect for eggs that don't hatch, b/c that egg was like, i'm not ready. AND NO MEANS NO.
truthfully i do not know but they probably were not fertilised and therefor no chicks were present. The eggs may have been away from heat too long so the chicks died.
