Bad valve seals. If it is a v-6 it may be sludged up. Check for unusually high oil usage and also check the oil fill cap for signs of sludge. Toyota changed my block free of charge when this happened to me.

Do a google search on "Toyota engine sludge." This was a problem that started in the 1997 models and seems to crop up from time to time. May not be your issue, but worth considering.

Other than the obvious leaking hose, radiator, water pump or heater core, it could be internal to the engine. Mine was a leak in the head into one of the cylinders. It puffed white smoke when I first started the engine in the morning but would evaporate before I could check for a sweet smell caused by hot coolant. The engine had to be removed and a weld repair on the head fixed the problem.
The valve guides and seals are worn allowing some oil to get past after sitting and into the firing chamber and causes smoke upon starts.

Take it to a mechanic right away. The white smoke is from fluid mixing with the oil in the engine. Its probably the head gasket.
