Your ex says that because you don't have to as your exes and don't owe one another anything anymore and chances are he doesn't care much anyway - as well as he has obviously moved on. If he has moved on it would be in your best interest to let him be, let go and move on. I realize it may not be what you want to hear but your going to have to realize that it is seemingly over and take what you have learned from all this into the future as to not have this repeat itself again.

What do you do if you saw someone cheating?
Are you the person they were cheating or was it someone else? If someone was cheating you, I would say I didn't want to be their girlfriend (or boyfriend if you are a guy) anymore and that I saw them cheating. If it is someone else that was being cheated, I would tell the person who is being cheated and tell the person what I saw the person do.
