The Icon will not appear when you are connected with Broadband. You can force it to appear but it is not necessary. You are connected 24/7.
Click on start Right click on "Network" and go to properties. That opens the "Network and Sharing Center". On the left hand column click on "Manage Network Connections." This opens the Network Connections Window, it will list all of your NICs or Wireless Connections. Right click and go to properties of the connection you would like to statically assign. Select Internet Protocol Version 4 (IPv4) and click properties. Now you will be able to enter in your IP, Subnet Mask, Default Gateway, and DNS addresses and click OK. Close the Network Connections Window and you're running with your new IP.
That window/program would be called: 'Network and Sharing Center'.
A fully connected network follows the formula c=n*(n-1)/2, where n is the number of nodes and c is the number of connections. So, for a network of 5 nodes (stations) there would be 5*4/2=10 connections.
You haven't said exactly where the two local connections are located, but usually they would be connected together via a switch or hub and those connections would be forwarded to a router. The router may or may not have a connection to the wide area network but it should have the address of the router that does.

A Windows features window may appear blank if the computer is taking a long time to load the page. This window may also appear blank if the computer is having a problem with a virus. The best thing to do would be to restore the computer to an earlier time and see if it fixes itself. Do not do a full system restore to factory, as this would cause a loss of files and necessary updates.
