The Iranians had no authority to do anything to Salman as his 'offence' wasn't committed in Iran.

Worse still, a fatwah is a sentence imposed without any trial at all. A senior Islamic official simply heard that Salman Rushdie had committed blasphemy, flew into a rage and sentenced him to death. Work out for yourself what sort of legal systemthat is.

Iran is an Islamic country and according to Islam who commit blasphemy to prophet Muhammad (PBUH) should be killed. and according to this Islamic law Imam Khomeini (leader of Iranian Islamic revolution) issued this fatwa.
