Perhaps a faulty brake light switch (located under the dash, next to the brake pedal) or else there's a short someplace that is allowing current to bypass that switch.
look under dash on the top side of the brake pedal when pushing the pedal you will see a switch with 2 wires make contact w/ pedal assembly adjust or replace switch
Look under the rear of the truck on the left side frame rail. The wire for the back up lights is light green. The brake/turn signal wire on the left side is yellow. The brake/turn signal wire on the right side is dark green. Your taillights and bumper lights are a brown colored wire. You also have a black ground wire. I ; those are the wire colors for the rear lamps on my truck anyways. I own a similar Chevy truck. Good luck. I ran into one that may shed some light. The brake light switch harness get damaged from the poor position it is in. It is a real mother to get at too. Post your results. I had the same thing on my '91.It was a headlight switch
Most likely the battery is weak and dying. Enough voltage and current to make the solenoid barely engage (clicking in and out), but plenty of current and voltage for the radio and some of the lights.
Sounds like your dimmer switch isn't working or it is turned all the way down for night driving.. It has a setting that allows you to turn off the lights on your dash and radio for driving at night. Locate your dimmer switch and see if it is turned down all the way. If not it may have gone bad and needs to be replaced.

The bulbs and or sockets are dirty/corroded and need either cleaned or replaced. The corrosion causes the light to not have a good ground contact, therefore the circuit's power is finding it's way through other systems.

on the brake pedal under the dash is a brake light switch. that when you depress the brake it turns your lights on. you might wanna check that

i found it to be the tail light harnesses go bad . a common problem with them because the bulb sockets short out.
