This means that the Server you are trying to access is currently doing "too much work". If multiple people are trying to access the server at the same time and the server has a limitation then you will get this message. Many servers have a limit to how many connections/clients they can server at any given time. If this happens click refresh or try again in a few minutes. It isn't anything wrong that you are doing. Think of it as a candy machine, lets say it can handle 10 people buying candy at the same time, if the 11th person comes it will tell them they are busy and shoo them away.

It might mean that he is busy or it might mean that he was trying not to hurt your feelings. I suggest the two message rule. If he doesn't answer the first message, leave one more, and after that, move on. Leaving message after message will make him avoid you.
