TIFF would be used for high quality photos and print files, while JPEG would be used where file size is an issue, and quality isn't as important. JPEG and TIFF are a couple of the most common examples of lossy and lossless compression, respectively.

File formats that use lossy compression throw away pieces of information as they compress the file for a compact file size. This usually isn't too much of an issue except when compression is set high, or a file is saved multiple times in a lossy format.

File formats that use lossless compression manage to keep every bit of information about your picture, but use clever algorithms to compress where possible (for instance, a large area of white could be noted as such, rather than a vast array of white pixels). Even compressed lossless files are much larger than lossy ones.

It boils down to quantity versus quality.

Jpeg is a typical format for photos and similar images (high resolution, high quality - but lossy compression, small file size, RGB 8bit per channel).

Tiff is a very complex format that started with the scanners and ended up to be able to store almost everything. Tiff allows for 1 up to 16-bit per channel, allows for multiple images in one file and so on. Tiff is also able to store jpeg compressed files (jpeg embedded in tiff). Typically used for pictures that do not allow any loss of quality (loss-less compression).

It's because both are lossy formats (they are compressed to save space). Additionally, there is a widely-supported format for animated GIF images that layer multiple frames on one file.
