A consistent application program interface (API) allows a software developer to write an application on one computer and have a high level of confidence that it will run on another computer of the same type, even if the amount of memory or the quantity of storage is different on the two machines. Even if a particular computer is unique, an operating system can ensure that applications continue to run when hardware upgrades and updates occur. This is because the operating system and not the application is charged with managing the hardware and the distribution of its resources. One of the challenges facing developers is keeping their operating systems flexible enough to run hardware from the thousands of vendors manufacturing computer equipment. Today's systems can accommodate thousands of different printers, disk drives and special peripherals in any possible combination. A computer is basically just a very complicated electronic switching mechanism which, given a certain pattern of inputs will produce a defined pattern of outputs.

To make use of this switch system one needs something to set the input and read the output patterns, this is the basis job of the operating system. All else is built on top of this.

With the very first computers people had to set the input switches and read off the outputs and while this worked, it was too slow, more efficient ways were found to do this and these solutions were the first operating systems. Since then the Operating systems have become more efficient and effective, encompassing storage, input and output devices, and networking.

The operating system - ensures that all the installed programs work with other programs, that the computer can 'communicate' with any peripheral device that's plugged into an expansion port, and that the computer can display what it's doing to the user. It's essentially the 'brains' of the system. Without it, the computer will still switch on - but it won't actually do anything.
