Adding salt to water raises the freezing (and melting) point of water (to below 0 °C or 32 °F). Salty water will freeze at a lower temperature than pure water, thus making it take longer to freeze than the same amount of pure water. And adding sugar into water also helps the water to freeze.

without getting to complicated this is called boiling point elevation and feezing point depression caused by the addition of other compunds to a relatively pure compund. Example is spreading salt on water so it wont freeze when its cold out, it causes the feezing point of water to lower so the roads wont freeze.

For an actual physical chemistry point of view get a textbook, elements of phyical chemistry is the undergrad text i learned from, look up phase equilibria and the Clausius-Clapeyron equation
