Yes they would. Most walkie-talkies use simple transmit and receive circuits. They would certainly work over a limited distance. However - if greater range were needed, the signal would rely on a system of relay towers.

Although walkie talkies have "evolved" into different categories such as business radios which are still used today, I would say cell phones, and especially Push-To-Talk cell phones have taken over the walkie talkie's position.

I dropped your walkie talkie in the toilet since you didnt flush will it still work when its wet?

The walkie talkie may work depending on its properties. If the battery of the walkie talkie is damaged then it is not going to work. I would recommend that you attempt to dry the walkie talkie as quickly as possible. In most cases, the walkie talkie should still work due to the plastic insulation.

Would a Car CB Radio work with handheld CB radios. I know that they have a different frequencies compared to the regular walkie talkies. Would there be a problem using handheld and car CB's together?

Look on the packaging or labeling on the hand-held. If it operates in the 27 MHz Citizens Band, then it's electrically identical to the ones in the car, and it can talk to all of them. If it operates in the 49 MHz Citizens Band, then it can't.
