A quantitative observation is something that measures a quantity (number), such as the weight of length of an object. Quantitative observations have numbers, such as 3 pounds or 5 meters. The opposite is a qualitative observation, such as something is round or that it is blue. There are no numbers involved, the thing is either round or it's not.
There are two main methods of research. These are quantitative and qualitative methodologies. Quantitative methods are based on numbers. that is statistics, measurements, values and calculations. Qualitative observes behaviors, visual characteristics and behaviors of what is/are being investigated. For example the Doppler Shift has qualitative characteristics of color (blue versus red shift). Quantitative aspects of the Doppler Shift of space objects would be their velocity, age, and compositions by percent.
It is the result that you can directly measure. Therefore, it is the length, weight, speed etc of whatever you are calculating/observing. The qualitative result is a characteristic(quality) that the thing has. Therefore, things like "it looked cloudy", would fall under qualitative results.
Cross-sectional study can be either qualitative or quantitative or mix method, Cross-sectional surveys are used to gather information on a population at a single point in time. An example of a cross sectional survey would be a questionaire that collects data on how parents feel about Internet filtering, as of March of 1999. Observation and self-reports can be used in things that allow the insertion of an opinion. An example where both would be used is during a psychological evaluation.
A qualitative observation has to do with things you can't count, "The fish has black scales" is a qualitative observation. A quantitative observation has to do with things you can count, "The fish has 125 scales" is a quantitative observation. You can combine these two, an example would be "The fish has 125 black scales."

Quantitative means that it is concerned with how much. Qualitative means that it is only concerned with the kind. And example of quantitative would be the number of trees in a park, and an example of qualitative would be whether you have blue eyes or brown eyes.
The observation that a solid is dissolving in water is qualitative in nature. If you wanted to make this a quantitative observation you would have to measure the quantities involved. For example, I placed 5 grams of NaCl in a beaker of 100 ml of water at a temperature of 20o Celcius, and did not stir, and it dissolved in 30 seconds. You may or may not need that information. If all you want to know is whether salt is soluble in water, the qualitative observation may suit your purposes. But in general, quantitative observations are more informative and lead to greater scientific insights.
