I'm guessing you're talking about yourself or someone you know here. If they cut themselves, and have attempted suicide twice, then yes, you should find help. Either they/you did it for attention, in which case that is still disturbing and you need to get help OR they honestly want to die and think they deserve to feel the pain of cutting. If it is the latter, this person is in danger and you need to help them immediately. If they are depressed and doing this as a result, the whole thing can be very dangerous and you need to help them out.
