Maybe a fuse or relay burned out
sounds like a bad multifunction switch, very common issue with older gm's in the 90s. Believe it or not gm wired the brake lights to be powered off the multi-function switch assembly in the steering column
To replace turn signal control module requires removing steering wheel. Took mine to a dealer - $245 out the door. Brake lights work great now.
Both turn signals work when they want to. The hazzard lights work just fine. All bulbs are great. The turn signal indicator will flash inside the car for a few seconds and then stop. The outisde turn signal lights stop too.

I just took it to a garage today and was told it needed a turn signal assm. The price would be 780.00. I paid 89.99 for this info. and brought my car home. I had never tried the hazard lights and after reading this I went out to try my hazard lights. I found the hazard button stuck. after pushing it down forcefully the hazard lights went on and, now I have brake lights. This may be temporary I don't know, but I now have fully fuctioning lights.I had the same problem with my 2000 Grand Prix Brake Lights not working. I took my car to the repair shop and they said it would be close to $1,000 after everything. I went home and used Google to find this Web Site about the problem. There are two filaments in the lamp. One for the tail light and a brighter one for the brake light. First thing I would do is pull out the bulb and check the filaments to be sure that they are both good. If the lamp appears to be good you can have someone hold the brake pedal down and check for voltage.
There are many websites where someone can find great deals when looking to purchase a Buick. Examples of some websites are Autotrader and CarsForSale.
Classic Carlington is one place where you can buy a Buick Encave in the city of Dallas Texas. Ewing Buick is another great place to buy a Buick Encave.
You probally have a bulb gone on the right side for your turn signals. When a bulb is gone the lights will not flash but instead come on solid. If your bulbs test OK or replacing them does not fix it, you may have the problem I had. If your emergency flashers work but one of the turn signals will no longer come on, the most likely part failure is the multi function turn signal lever. If A simple test for this is to remove the light bulb from the cornering lamp (the bright light that illuminates the side that you are turning to, not the turn signal bulb). After removing the bulb, retest your turn signal. If, like mine, it resumes flashing, that would indicate that the turn signal lever can not handle the electrical load anymore and may need to be replaced. Or if you can live without the cornering lamp, you can postpone the repair til a later date. You can test the resistance on a couple wires in the C202 connector to be sure. - bowfan Listen 2 ME HE Is So RIGHT,,, The Front Cornering Lights Draw Tons Of AMPS and in 1996,97 to 2012 Buick has there turn signal statts made in Canada which is great but the signal stats can not handle the cornering light loads and then the turn signal stat contacts BURN OUT" So Remove Your Cornering lights to Save Your Signal Stat and if State inspection give you issue then put in a White LED light. new signal stat run 160 bucks off eBay to 350bucks at auto parts. Turn Signal Wiring Is 1 pink wire from ignition side fuse box to turn signal switch right/left use same power, orange wire left, black wire for right now your cornering lights draw many amps, now power goes to flasher relay modual located steering coloumn right side above relays, very short pigtail on Flasher Relay, Square pigtail with like 9 wire, inside relay is 2 flasher relays 1 for left / right the other for hazard light and looks like common ground for everything. Torches in the hands of the great spirits. These lights guide the spirits of the recently dead to the land of light and feasting. Only the spirits, the dead and the ever present raven may travel there. Traditional lore claims the Inuit may call the lights to converse with the dead who signal back in a whistling sound and can hear the whispers of the peoples of earth.
Its been a great car for me and I have 111,000 miles on mine. I'm just now starting to have minor problems (brake rotors, window motors and etc.). I did have a blown head gasket with 58,000 miles which disappointed me.
