I believe you are referring to the trapunto stitch. In Italian trapunto means "to embroider," and in Latin it means "to prick with a needle." English and American quilters usually call the technique stuffed work.

It is a stitch that is placed on a fabric backed with batting, so that the resulting design looks stuffed. See reference:
